Not a glitch, a blip or a bug Mary; but a major hole in the system which meant that it was guaranteed to produce copious errors if it was ever released, if millions of pounds and many further weeks were not spent ‘fixing’ it…  But a deadline is a deadline, and a delivery date is a delivery date – who cares if it’s not fit for purpose, as long as we get our money?

…it was known by senior managers that there was a fundamental flaw in the Horizon accounting system that could not be fixed without a major rebuild before it went ‘live’ in Post Offices in 1999…
